New Mortgage Program to save thousands! No Way!
Who thinks up these programs! I would conservatively think that 90% of the people who can't afford their mortgage NOW, won't be able to afford (quaify) for it with this "new deal"! What was the New Deal in our history books?

Sounds like a vicious circle to me. How can you clean up your other debts on the house if you already are at over 40% on your mortgage. They likely have the other debts because they refinanced their mortgage to pay off previous other household debts like: new roof, furnace ...
It looks like the usual proposal -- sounds good on the surface (especially the newspaper headlines) but the details don't work.
People would be a lot better off if they had a real picture of where they are (which most don't have a clue), worked through baby steps to solve the issues. I've been there ... it can be done. It takes time, commitment and persistence ... oh, and maybe working an extra job.
